The Development of a Management Model for Life Security Integrating Lifelong Learning, Participation, and Technology to Strengthen Communities in Laplae District, Uttaradit Province

Abstract

This research aims to 1) study the level of life security and the potential for community management in Laplae District, Uttaradit Province; 2) analyze community participation and the application of technology in strengthening communities; and 3) develop a community management model to enhance life security through lifelong learning, participation, and technology. The study found that the level of life security and community management potential in Laplae District is at a moderate level. Achieving sustainable life security requires community participation, with the Community Welfare Fund playing a crucial role in providing fair and inclusive welfare across all age groups. However, effective operations require collaboration from multiple sectors to establish mechanisms that can improve quality and expand the scope of community welfare services. Enhancing the management capacity of community welfare, particularly in areas categorized at the lowest level (Level D), necessitates leadership teams to provide education, support, and capacity-building activities. When all sub-district welfare funds in Laplae District participate, the community welfare system can expand its service more effectively, facilitating equitable access and driving continuous development goals. The proposed community management model emphasizes life security through lifelong learning, participation, and technology to strengthen communities in Laplae District, Uttaradit Province. This model is driven by the “District-Level Community Welfare Committee for the Rehabilitation and Capacity Development of Laplae District, Uttaradit Province,” which acts as a grassroots mechanism proactively advancing efforts in areas with existing welfare funds. Lifelong learning is employed as a proactive process to support the development and upgrading of welfare funds, with four key objectives: 1) developing fund data through technology (Data), 2) developing integrated network connections (Network), 3) upgrading the welfare funds (Upgrade) and 4) developing the potential of individuals and groups (Potential). Local community welfare funds and the communities themselves employ participatory approaches (Participation), appropriate technology exchange, and the empowerment of individuals and welfare fund groups (Empowerment) as drivers of progress toward the shared goal of sustainable life security.
