Best Practices for the Implementation of Leave-Benefit Policies Among Employees at a State University in the Philippines

Abstract
This study aimed to identify the best practices for implementing leave-benefit policies among employees at a state university. The research involved 105 faculty and staff respondents for the quantitative part and 25 participants for the qualitative part. Generally, the study used a research method that combined quantitative and qualitative data. Findings reveal that the state university employees mostly utilized leave-benefit policies that are accrual based, and low availment in leave-benefits that are fixed entitlement. Employees have a good level of knowledge on leave-benefit policies. The State University implements developmental and flexible practices in the dissemination of leave-benefit policies to employees and has established holistic best practices in the implementation of leave-benefit policies among its employees. From these insights, the researcher developed a model for best practices in implementing leave-benefit policies, which can serve as a guide for higher education institutions and other government agencies.
