All participating experts had more than five years of experience in higher education management and were familiar with college development plans, teaching management practices, and students’ specific conditions. The research instruments included questionnaires, interview guidelines, educational management strategies, and evaluation forms. Data were analyzed using percentages, means, standard deviations, the Modified Priority Needs Index (PNImodified), and content analysis.
The results revealed that the current conditions and desired conditions of education management for the sustainable innovation ability of college students consisted of three essential aspects: personal traits, the educational and learning environment, and social and external factors, all of which were necessary for development. Based on these findings, educational management strategies were developed, comprising a clear vision, mission, and goals, as well as three strategic dimensions and corresponding measures, including strategies to promote the development of personal traits, optimize the educational and learning environment, and enhance support from social and external factors. Furthermore, the evaluation results indicated that the feasibility and adaptability of the proposed educational management strategies were at high and highest levels, respectively.
